PUBLIC HEARING MINUTES
APRIL 15, 2003

SOUTH WINDSOR HIGH SCHOOL AUDITORIUM
7:30 P.M.

PURPOSE:        TO RECEIVE CITIZEN INPUT ON THE PROPOSED BOARD OF EDUCATION BUDGET FOR FISCAL YEAR 2003/2004


The Public Hearing was called to order at 7:35 p.m. by Mayor Aman.  The Assistant to the Clerk of the Council read the Call of the Meeting (a copy of which is attached hereto).

Kathy Soucy Daugherty, Chairperson of the Board of Education, presented the Board’s Budget (see attached Exhibit A).  The following is the financial “bottom line” information contained in the presentation:

2002-2003 Approved Budget       $44,884,496

                Increase

Maintenance of education program and facilities $2,453,898
Improvement to educational programming and plant        1,242,409

Total Increase  $3,696,307

2003-04 Board of Education Budget       $48,580,803


Mayor Aman called upon members of the audience who wished to speak.

The following individuals spoke on behalf of the Gymnastics Program and asked that it be reinstated:

Sue Ellen Levine, 75 Lefoll Boulevard, current High School Gymnastics Coach
Shelly Hartnett, E-9 St. Marc Circle, spoke on behalf of the program and also read a letter from her daughter who was a South Windsor High School graduate and a member of the South Windsor Gymnastics Team while attending South Windsor High School.

The following individuals spoke in support of the Board of Education Budget as presented this evening:

The following individuals indicated their feelings that the Budget, as presented this evening, was excessive:

Tom Dillon, 34 Barber Hill Road
Tom Berstene, 95 Rimfield Drive, urged the Board to adopt a “Maintenance Budget.”
Peter Santoro, 66 Farmbrook Lane, also offered his services to the Board of Education to begin using free software available on the Internet.
John Stantial, 55 Debbie Drive
Roy Normen, 158 Homestead Drive
Cary Prague, 60 Krawski Drive
Paul Aitner, 19 Deepwood Drive
Nancy Dunn, 83 Homestead Drive
Ed Michalski, 416 Abbe Road

Barbara Hoff, 200 Lefoll Boulevard, indicated that the Board of Education Budget should be more than a “Maintenance Budget,” but less than that presented this evening:

Mayor Aman called for a Roll Call vote, the results of which were as follows:

Those in favor of the proposed budget as presented this evening - 5
Those in favor of a budget higher than that presented – 0
Those in favor of a budget lower than that presented - 15

The Public Hearing was closed at 9:22 p.m.
